You cannot change your brightness on black ops 2 plutonium and its set to the max at all times

All I can say is for me, this brightness can't be changed if I'm in Windowed or Fullscreen (Windowed) mode.
It works for me when I went from Windowed Fullscreen to Fullscreen Mode.

I also have the same issue. Even on black ops 1 and world at war. I have no Idea why. Did you ever find a fix?
