Run the redists then dxsetup.exe inside directx folder. I don't speak portugese and google translate isn't really doing a good job so cant make out what're you saying.

Yes you run the dxsetup.exe. and binkw32.dll error is related to you not selecting your correct bo2 folder. Go to game settings in the launcher and do that.
