Failed to create key

I want to turn my computer into a server for MW3, but it gives an error when creating a key. As far as I understand, I need to create the "Steam Games" menu, but I read that this feature no longer works.

Can I open a server without buying a KEY?

You can open a server without owning the game but you can't have a server key - can't make a publicly discoverable server in the servers list
