Plutonium Launcher will not open for me.

I've had it previously but reinstalled today and the launcher will not open for me.![alt text]
I open it on my desktop and it highlights briefly as shown below for approx 2-5 seconds then closes itself.

To add ive installed the reccomended framework packs and directx + added exceptions in firewall and defender. Im absolutely stumped! + if it's worked in the past why not now.

Close any program that could cause issues (driver, overlay, unplug devices such as vr headset etc) and also mention what your antivirus is (and also any other security tool such as MalwareBytes)
If you're on a VM or modified/custom Windows/ISO mention it too, anything out of the ordinary
