Can't join servers due to a "vpn".

My friend has been having issues with joining servers because of a VPN even after closing the program. It happens even when he joins a server for the first with the VPN program closed.

Just to be clear the VPN has to be off before starting the game, is it turned off or closed completely with the game and the launcher closed when this happens?
