plutonium error message failed to download file bin/appcore.dll

i tried downloading plutonium and it just gets stuck saying "failed to download file bin/appcore.dll"
i tried restarting my pc and running it as an admin and it still wont work !

i deleted the av and im left with only my default windows av and it still wont work

the same problem, disabled all AV, but the launcher still gives this error
