Plutonium.exe not launching

I cannot open the EXE file in any way.
My cursor loads for a second and then nothing happens. ive tried several things like making an exception on my firewall, update windows and drivers but to no avail. -
uninstall and redownload it, worked for me when something like this happened.

but i cant even install it. theres nothing downloaded other than the install file

I FIXED IT!! I FUGGIN DID IT!
I followed this persons fix I found after digging through SOOO many forum posts, i was losing my mind but this perfectly fixed it!!
