Plutonium for windows 8.1

I'm trying to run plutonium on my computer, and it says the "allow this app to make changes to your computer?" I clicked yes but then it just sat there. Maybe I'm doing it wrong?

Do you have .NET 4.7.2 installed? -
You have to have Windows 8.1 fully updated
