what version of windows do you run 7 or 10

If you're on win10, install these redists and dxsetup.exe inside the directx folder https://drive.google.com/u/0/uc?id=1gG_DXaZfAUETfXaYJzCP36ImvE_bO_x9&export=download
However, if you're on win7, that's not supported. Upgrade to win10
