Error while creating my T6 multiplayer server

I’m trying to create my multiplayer server on Black Ops 2, but I can’t launch the start.bat file. The command prompt opens and closes immediately.Here are my dedicated.cfg and start.bat files. If you see anything that could be improved, I’m open to suggestions — I’m just starting out, and it’s not easy...

You have put your files in the wrong folder.

the localappdata goes in localappdata, the rest goes in the game's folder
