Plutonium does not WORK (for me) at ALL

(english is not a native language for me) ok so for short i have tried every fix, i tried fixes from reddit, from the forums and nothing is working, i tried instaling direcx 5 times already, i instaled all links that still worked from people who fixed their problems, from administrators of the forums, and still it dosent work.
The problem in particular was that the game wouldn't start when i did all the setup parts, but then the game just woundn't load so i did some fixes i found and then the cmd would open but imidiently give me an error, that error being the 0xc000007b error, witch then i would try harder to fix but it only resulted it in going back to not opening when starting, i have no idea what to do anymore and im asking for help. (also i forgot to mention but im just trying to load World at War from the torex files)
Im on a laptop runing windows 11, in case you need to know this. Im open to any sugestions even discord calls to try to fix this, anything. -
