I think it would be somewhat "easy" to make the Xbox COD games use System Link to join a Plutonium server. The game network protocol should be the same between PC and Xbox versions of the games, so it's just a matter of advertising the server on System Link. This feature would be really cool, there are still a lot of players playing old COD games on the Xbox 360/One/Series but servers are full of cheaters there
This would also bring cross-play, allowing PC players to play with their console-only friends

How do Xbox players download and run Plutonium files? How do they update? etc
I'm pretty sure the devs don't care about consoles and I'm pretty sure it's not as easy as you say too
