I get this error only from my home wifi. Am I banned by Plutonium or something?
System.Net.Http.HttpRequestException: An error occurred while sending the request. ---> System.Net.WebException: Unable to connect to the remote server ---> System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it [fda9:654a:d74:1::1]:443
If I sign in on my phone's hotspot I'm completely fine.

You are not banned, most likely however we are banned by your ISP.
You can try to change your DNS server to something not controlled by your ISP.
The IP shown in your error message is a private one (like 192.168.x.y) and can't even be routed on the internet.
