I have a question: if I have only one copy of BO2 in my Steam family plan, and there are three of us and we install the same copy on Steam and open it through Plutonium, can all three of us play BO2 from Plutonium with the same copy?

yes, it will work fine on plutonium. You will run into issues of you all try to play on steam with the same copy, but plutonium does not have that limitation.
