installer wont launch

after downloading the installer on windows 10 (latest version), when i try to execute it, it just loads for a second and nothing happens.
things i've tried:- installing the runtimes from thread "Common Launcher Issues & Solutions" (were already installed + repaired)
- turned off real-time protection
- scanned for current threats, it didn't detect plutonium installer as one
- deactivated firewall
- turned off all NordVPN processes
oh and i have 427gb of free space on my C drive.
help pls

plutonium.exetoC:\Tools(create the directory) and then try running it. -

Contributor (aka Hadi) so nobody has figured this out but i posted something like a day ago and uh BO2 multiplayer is just not gonna load
yeah it says Unknown error so idk if i have to try again
even though i did try again still the same message
what do i do
