new launcher don't work in windows server 2016

I'm trying to update my servers on my windows server 2016 vps, but the launcher won't open. On my windows 10 the launcher works perfectly. I tried to reinstall one server on a new Windows Server 2016 vps, but the plutonium files were not created in the appdata. So the support for windows server 2016 is over?

Infamous That and DirectX are installed. My servers are running on my old vps, but I can't update because the launcher won't open in Windows Server 2016.
