GAME FAILS TO RUN [XINPUT1_4]

Hello, sorry if this topic is already made. My game fails to launch stating XINPUT1_4.dll was not found.
steps i've already done:
install vcredist and direct x (from the stackxchange package mentioned by staff in another thread)
re-run piry and let it update.
start as admin and without admin
if i start from t6rmp.exe it works, but the server browser shows nothing
it used to work fine before the plutonium launcher.
im on win7.

ch33ku plutonium only supports win10.
