Cant delete files

So i couldnt open plutonium because it was an error so i wanted to reinstall it and delete the plutonium files in local but its says its in use all the time and i checked the task manager and it wasnt any plutonium on and i dont know what to do now? anyone have a solution?

Restart your computer? That's what I did when I had the issue.
