I tried to launch the launcher but it crashes and then i tried to reinstall it i cannot launch the launcher this time it says "this app can't run on your pc"

The file's probably 0KB. Disable your antivirus and download the launcher again.

I tried to also it says " to find a version for your pc check the software publisher"

Yes because you're not disabling your antivirus.
