Game won't launch at all.

I'm making this thread for my friend, when he clicks "Play" a black cmd screen pops up and just stays and then the launcher closes and nothing happens. I had him install the pluto redist installer bat and the directX stuff and also made him uninstall his avast antivirus software and whitelist the plutonium folder on windows defender exlusion list. He's also running windows 10, he has the latest launcher and has ran the launcher as administrator and nothing has worked. Much help would be appreciated thanks.

jaykon would be better if he posted here.. post a screenshot of the defender exclusion settings.
Also try running the launcher as admin. -
and also we already tried running as administrator.
