mw3 launcher not loading

I have both plutomium launcher and MW3 Dedicated Server and will not launch, i tried restarting, reinstalling and more, clicking the launcher will make the loading wheel pop up and wont show anything please help.
Specs:
Intel Atom N450 1.67ghz
2GB DDR2 RAM 800mhz
256gb Samsung 860.Evo
Windows 8.1 Pro 32 bit -

shalom2 are you trying to host a server on there? You need win10 64bit to run pluto. If you are planning on playing the game on there don't waste your time trying to get it to work, that hardware is in no way powerful enough to run the game.

shalom2 well that tablet was most likely more powerful than yours. N450 has integrated graphics which use your ram as vram but windows + mw3 will already use up all of those 2GB so there will be nothing left for the graphics, it won't work even on 640x480 low. But as i said, you need win 10 x64 to run pluto which you don't have.
