hi I tried execute launcher plutonium but don´t open,my system is windows 10

Does it open and disappear after a quick "Fetching for updates" window or does it not open at all? What antivirus do you use? If its defender, try doing this whereas if it's some trash AV like McAfee, avast, Norton, etc uninstall them.

Try verifying integrity of files through steam. Can you screenshot your bo2 folder and game settings of the launcher just so I could double check?
