What's the size of your launcher? The latest one is 4,123 KB and sometimes it might not update itself due to permissions issue, then you gotta delete it and redownload it from http://cdn.plutonium.pw/updater/plutonium.exe. However if you're on the latest, try installing this http://go.microsoft.com/fwlink/?linkid=863262 and adding pluto to your AVs exclusions - here's an example if you're using defender.
