Port not opening

So I'm trying to make a server for me and my friend, this seemed pretty easy and I followed a tutorial. This tutorial worked in starting the server but when I tried to check if my port was open it was closed. I have messed with the zombies cfg and bat file and I tried multiple versions. I'm trying to not reinstall anything because I'd rather not, but if I have to idc. I have set outbound and inbound setting on my firewall and I have a netgear router and set both a port forward and trigger for my port. I have no clue why this isn't worken but if you can help I would be grateful
