why am I getting so few frames

I have no idea why it is but I cant seem to get higher than 11 frames on medium settings, I find it weird that my gaming laptop with an intel i5 10300 H, 8gb ram, and a 1650ti can barely run a hacked bo2 client. pls send help/suggestions
