The Game won't start and crashes

I'm pretty sure I installed everything correctly and according to the step by step guide but the game crashes and I get an Error message. This is for Black Ops 2 btw.

Do you have any overlay apps such as msi afterburner/rivatuner running in the background? Quit or disable them if you do.
