Verify your files on steam. This might be caused by having outdated files (from that one other MW3 client).

This is known to be the fix. Get a fresh copy of MW3 via Steam. ( A guide is on these forums)

@Mr-Android downloading MW3 dedicated server from Steam worked for me. Thank you.
