Launcher Issue reguarding DirectX9

Every time I attempt to launch the game (Bo2 Zm) I am presented with this error

after looking through the forums apparently I need to download DirectX 9 and obviously I went ahead and tried to download it, using the links provided aswell as both the Microsoft website the download is unavailable

does anyone have alternate ways of getting DirectX 9 or solving the issue

Run dxsetup.exe inside the directx folder, from the redist folder provided with the basegame.
