For the last few days, I have been trying to set up a pluto server. I had a spare PC collecting dust, so I decided to use it as a dedicated rig. I went through all the necessary steps and can get the "heartbeat successful" to appear. I went into my router settings and insured that the correct ports were open, and tried both. I have not been able to get it online, please help me, thank you!

Orbaj and 192.168.0.233 is the lan ip of the pc that runs the server? Can you just double check that? You could also try either disabling the firewall on that pc or adding a rule to allow incoming traffic on 4977.
It's also possible that you're not seeing the server on the list yourself because your router does not support nat loopback but other people do see it, to check that start the server and search for it here: https://plutonium.pw/api/servers.

              {"ip":"50.26.15.219","port":4976,"game":"t6mp","hostname":"Orbaj","map":"mp_la","gametype":"tdm","players":[],"maxplayers":12,"hardcore":false,"password":false,"bots":0,"voice":0,"description":"","codInfo":"hardcore\0\password\0\mod\0\rounds\0","revision":1201}]

I found this in the server list you sent me. If I changed the port it would recognize it as well. My server is still not receiving pings though. And I thought NAP loopback was only a issue if you were hosting the server and playing the game on the same system, I could be mistaken though.

I have already done everything else you have suggested, do you have any other advice?

Orbaj nah afaik those ping requests no longer show up since last update or so. If you can see your server in that list retrieved via the api then it will be visible to everyone so it's all good.
nat loopback is an issue when the server and pc you're playing on are on the same network, not just the same system.
