Plutonium

Hi
i have a problem that the plutonium service is not available in my city but in other cites near my city is works fine i had contact my ISP and they said that the problem is not from them and its from plutonium.
i tried a different internet provider and its the same problem that the plutonium is blocked in my city region i can only connect via vpn which kick me from matches because vpn is not allowed.
can i get a technical support to help me?
