and when i do "connnect 86.252.248.52:4977" that not workking but when i do connnect localhost:4977 thats working an idea plz?

ayfaso depending on your internet not seeing yourself/your own servers can be normal. Ask someone else if they see your server. If they don't see it then your firewall and/or port forwarding rule is wrong or missing
