isn't it supposed to be like this right in the "H:\steam\steamapps\common\Call of Duty Modern Warfare 3" with the rest of the modern warfare 3 files

The StartServer.bat wont open even double clicking it wont work:(? Ive done everything i was supposed to do, including the ticket. The only thing i haven't done is port forward 27016 on my router but it shouldn't effect anything, it should still open
