Look like a same issue that happens on my friend.
Try to copy the Plutonium folder from %LOCALAPPDATA% to other place like root path of D:\ then start the game with bin\plutonium-launcher-win32.exe.
My friend solved this issue temporary by this way
Eldor Sorry for late reply, I went to sleep.
The BO2 install path is D:\SteamLibrary\steamapps\common\Call of Duty Black Ops II
And the %LOCALAPPDATA% is C:\Users\Rin nene's Device\AppData\Local
Eldor This issue always happens until I copy the Plutonium folder out of the AppData
What was happened is that after clicking the green Play button, then nothing happens and launcher just exits, there's no black console window shows up like on my PC that starts the game normally.

I found out that issue bacause I just copyed the whole Plutonium folder in the local appdata to the root of D:\ then start game with the plutonium-launcher-win32.exe, it works then.
