Because the ping in-game takes the time it takes for your packets to be handled into account. The ping on the server list does not. This delay is around 20ms, depending on how fast the server is
Some servers already have that feature that grants people with their name and the country they're (presumably) from. But it's up to the servers owners to do that.
If you want to reset your progression, the statsReset command already exists. It will erase all of our progress and classes.
