Move out of Iran and closer to the servers you want to play on.
Solution 2:
Play on servers closer to you.

You are missing quite a few servers.
Restart your router and try again.

Yeah, it just doesn't work. No way the devs are going to implement it anytime soon since it's a low priority. If you want you can ask it in the feature bounty.

Hasan951 pluto is completely separate from steam. Pluto has dedicated servers only.
