Plutonium

I'm on the mission "Redemption" and got to the part where you go underwater to the base. For some reason, it won't let me swim up no matter what button I press and no movement option in the setting mentions anything about swimming. The arms do not show either, unlike all the other walkthroughs I see. Is this some sort of missing data? Is my game permanently glitched?
