Plutonium

I've had this issue for a long time but never really cared that much, but I figured id see if I can find a fix. When double clicking "plutonium.exe" from my desktop or file explorer nothing happens. I get the loading symbol next to my cursor, but nothing actually happens. The only way I have been able to launch it is by finding plutonium.exe in my browser's downloads tab and clicking it there.

I've already tried running it as administrator and downloading a new launcher.

Im having an issue where I cannot fire my semi-auto guns nearly as fast as I typically would. Seems to be an issue where I can no longer buffer any inputs including interacting with objects.
