I GOT IT turns out xfinity was giving my pc the wrong reserved ip, so i had to disconnect my pc from the internet and make xfinity forget it so it would give it the right ip

There is no such setting for BO1.

You can't connect via ip in bo1, you need to use the session id. You can get that by going here: https://plutonium.pw/api/servers Look for your server and then look for the key labeled "id". connect 3497239723972784 If that works your issue is that your router doesn't support nat loopback, other people outside of your lan will see the server in the list. If that doesn't work then packets can't get through to your server so it's an issue with port forwarding/firewall/occupied ports.
