Owlmask it's all in the server config. Grief requires this fix: https://forum.plutonium.pw/topic/4057/release-zombies-grieffix-required-for-grief-servers and you just have to remove everything but

exec zm_grief_cellblock.cfg map zm_prison

from your map rotation if you only want grief on prison.

Normally only host has to run scripts/mods and it applies to everyone in the game
