Dss0 i saw a tablet run Mw3 steam at all low settings 40fps im only playing with bots

I have both plutomium launcher and MW3 Dedicated Server and will not launch, i tried restarting, reinstalling and more, clicking the launcher will make the loading wheel pop up and wont show anything please help.
