piry.exe can't download because of this error. After I try running the file it turns into a .VIR. I've tried giving myself permission in the security tab of the folder and the disk but nothing works.

It turns into a .VIR probably because your antivirus sees it as a potential virus and quarantines it. You could solve it by adding piry to exclusions or disabling your av temporarily but that won't help much, since you're on windows 7 and that isn't supported. Upgrade to win10.
