Snowroller uninitialized iirc is caused due to you having an old build of plutonium instead of being on the latest one. If you're running plutonium.exe and still getting that error, delete %localappdata%/Plutonium and try running the launcher again.
As for the "unknown error" - change DNS servers to 1.1.1.1 or use a VPN.
