I have played a ton of the mod with a friend, but only the one hosting at the time can buy more than 4 perks. Is this intended?

HI i tried to download the game again with the torrent but now i have a problem which is this.

What I tried to do is download the latest version of the launcher and give it a security exclusion and run as administrator I don't know what to do.
