Plutonium

For some reason my brother's game is unplayable. When he moves his mouse to look around then stops, his character is still looking around, even though he has stopped moving his mouse. Its almost like his character has momentum after he stopped moving his mouse. Is anyone familiar with this issue or has had that happen to them before?
Any help is appreciated. Thanks
