@zenwtf can you also post the contents of the batch file you use to start the server (!start_mp_server.bat/!start_zm_server.bat)? Don't forget to remove your server key tho.
@zenwtf If you own the game on steam you can just select the steam game folder in the launcher. What you saw was prolly related to mw3 tho, you can get the mw3 dedicated server files from steam which are free and can also be used to play pluto.
