Windows 7 isn't supported, upgrade to windows 10.

Did you follow that guide tho? There's another step (installing the redists) before adding Pluto to exclusions.

What are you trying to do though? Also its present inside the Local folder inside the AppData folder (%localappdata%) if you've launched the launcher atleast once.

@grumi it depends on the error, if there are missing files that console will show up, no idea why.
