I am having the same issue. From what i know my buddy tried to join on me and got an error about not being able to connect to Activision servers. My guess is that for some reason when you own the game and use it on steam, it is using Activision servers even though it is being run on plutonium.

solved, I just add plutonium.exe on the game file of bo1 !

There's no official statement but I don't think it's happening, this game is a mess
game_mod on Steam seems like a good option from what I've read
