@Jajer guide clearly says UPnP doesn't always work so if you didn't port forward you didn't do all the guide. The port is obviously given on the guide

You're either on win7 or you downloaded some dll from some site and put it in your game folder. If it's the first, upgrade to win10 since older versions aren't supported. If it's the latter case, delete the specific dlls you downloaded, and run this redist installer instead - restart PC once it's done. https://github.com/ChxseH/Redist-Installer/releases/download/latest/Redist-Installer.bat

Probably a permissions issue, run plutonium.exe as admin.

Yes. Basically you can put the game files wherever you want as long as it's not in Desktop/Downloads/Documents and similar locations.
