@Chiggen_Wings try setting the game to windowed mode manually. While it's running open the bootstrapper cmd window that opens alongside the game, if you can access the start button you should be able to access that console too. Type: r_fullscreen 0; vid_restart into that console and hit enter.

@Abrikot if you're using your Steam files then go on your Steam library > Black Ops II > right click > Properties > Language. If you're using the torrent then either buy the game or find the language files yourself.
