I once saw the explanation for it something like at around the mid to high 200s and beyond of ping the player starts to become very unpleasant to play against like you can visually see they are high ping and some term "telefragging" and teleporting blah

First of all server owners are free to do anything they want, it's their server.
If you don't like it then play on another server or create your own (or find lower ping servers if possible)

It sucks for you but being unable to kill you or making it really hard because of how hard you lag is far more annoying for other players and make them leave. What was said above is correct.

Plutonium doesn't manage players in any away apart from banning cheaters so anything else is done by the server you're playing on with a script/third party tool such as IW4MAdmin (or one of its plugins) etc

My main grievance is being kicked from a server where the enemy team is only bots. But the high ping issue makes a little more sense, it still sucks that there are no players vs bots servers with a ping lower than 200 given my location...

Layka_Kiro bot server doesn't mean just you against bots and doesn't mean they are shitty servers either that allow everything like laggy players.
Solution is play solo or host your own server

Layka_Kiro What country do you live in? If there is nobody that hosts a server close to your country. You should look into hosting your own server. Mostly servers are hosted in EU, NA, BR, AUS.

RedxSkull There are servers near me but none that are "versus bots" which I prefer because I suck.
I will just make my own local server instead. Thanks for the guide link.
